I did not say this help, its more a other ideas you might not have read about.
Feel free to check for drivers ( ccleanr iobit driver boost and other app taht check windows registration of it settings, dont come here with i use proxy and other crap like that, cached data always have a chance to not be accurate.
Make sure steam portsw is open, check firewalls, NAT router is seen as default today, but there is always a ISP and router that has VIP port or forward options.
And you can also reset windows firewall to default and start over in exceptions rules.
we other can only give yuo ideas , its you taht need to figureout what happend here.
ps.
Unable to cannect to steam servers " NO Connection" means from you into steam and maybe back from them to you is not there, ( can be seen as 3ways handshack to establizing a line to server and be seen as Online,
Dont say you are in offline mode or crap like that.
Try steam flush cmd ( google it )
