My friend's account got stolen and steam kept claiming he isn't the rightful owner
This has been real stressful, we had been going back and forward with steam for at least a few weeks now and all the responses been the same "We have determined you are not the rightful owner of this account" then closed our tickets, we tried everything! the gmail used to make the account, phone number, even ID (the account name is the same as the ID name). We want to know what to do now, no he never bought anything with his account so he can't give any billing information.

They have to provide the specific information Steam Support requires to prove account creation and ownership of the account. If they are unable to do so then they will not gain access to the account. They can contact Steam Support and ask if they would accept any other information for the particular one they are failing on, but Steam Support may say no.

Secondly i assume the person who gained access to the account, because your friend gave away all their account details, bought something on the account and that is the sticking point from Steam Supports point of view.

Now it may be frustrating but if you consider that anyone could make a claim on your account, how would you feel if Steam Support gave person X your account despite not having full proof of account creation, ownership.

And finally as your friend never bought anything on the account they should create a new account and start afresh.

Did your friend actually create the account?
The accounts creator is the accounts owner. It sounds like your friend did not create this account.
