Steam Client UI broken
Will post a screenshot but a lot of the visuals on the screen are blank. I can click into menus and select what I know should be there (i.e. library) but it doesn't show the text.

No screenshot needed, I'm sure people can work out what you mean. Try clearing your Steam cache and restarting your PC.

Part of the issue is I can't see setting, clear cache, or anything. Have to guess where the options are. Trying to see if there's a way to manually clear the cache

Clearing cache didn't work

Fixed it by disabling hardware video decoding and gpu accelerated rendering in steam settings > interface
