Steam Card not working

I bought a Steam gift card from the store the other day to give to a friend. They used the code for the card, but while Steam claimed the card was valid, the transfer never went through, and I know for sure that I didn't use it. What happened, and how do I fix it? I've already cut up the card, so it's useless, so there's no going back to the store to get a new card
