If they still say no, then that's your answer.
You are not getting a refund from a purchase made 9 years ago.
Also, a VAC or Game ban makes you ineligible for a refund for that game.
Also removing a game from your library doesn't remove it from your account. It is just an advanced hide. When trying to buy the game again it would tell you this and not let your buy the game again.
Of course removing the game would not remove the ban. If it did that would be the easiest why to get unlimited unbans.
Regardless like Hotsauce said both the fact you bought the game over 9 years ago and the ban will make you ineligible for a refund. Speaking with support will not change this.

The licence is deactivated. The system knows you have the game and why you are able to restore the game and reactivate the licence. You cannot repurchase it on the same account.
Which clearly states:
If you were banned over 8 months ago, and you haven't reoffended, you can return, by purchasing Rust on a new account.
