How do you actually get a higher steam level? I have never understood it and I'm a regular user for years.

Craft badges.

Buying games quickly loses value as a source of xp, same with years of service.

You want to level, craft badges.

The only way to increase your level is by crafting badges or earning badges.

Also spend some points from the points shop to upgrade the seasonal badge (considering that the other things you can buy there with your points are useless because can not be converted in gems or sold on the community market).

Do something that gets you an award. Go to the Points Shop. Spend all your Steam Points buying seasonal badges.
