Ineligible to join the Steam Family as your Steam activity doesn't indicate that you are in the same household as other members of this family.
This happened when I was trying to invite my kid to the family and give him some summer fun on his Macbook. He registered the account on his macbook one or two days ago, no client installation yet, so no other activities.

The most suspicious thing is that I'm running cloudflare on my computer so my external IP address appears to be different from his. Is this the key? Any solutions? I guess many people run VPN on their computers.

New account with a different IP. I mean, would you assume same household? Most homes just have one IP and devices would share it.

Log the account in on your system, or whatever.

Thanks. I just realized that:
- I have two os on my computer, Steam client in Windows without VPN, so its external IP is the IP from ISP, which is identical with that for my kid's computer. Most the activity should be associated with it.
- I accidently logged into Steam website on Linux and sent invitation from there, which had a different IP address.
Now I switched to Windows. Gonna try to add again and see what will happen.

Logged into my kid's account on my computer, side by side with my account in different browsers. Same error.
Canceled the previous invitation and sent a new one. Didn't work.
That's what the customer service did. "If we can't solve it, we close it."

hope you can get support to try to troubleshoot the problem, i've never been able to get them to troubleshoot anything, just they just close it saying "there is nothing we can do"

Stop using cloudflare if it is causing you to not show in the same country as you son.

Turned down again for the same reason. Anyway, registered a new account which went through.
