Steam slow down downloads at the end when 1% is left to finish it

Previously Steam was downloading everything extremely fast but after some update it changed. It starts to download fast but when 1% left it slows down considerably https://ibb.co/FkQ1gx9r

I see the same behavior with Chrome on many devices and if Steam uses the same codebase i can atleast see where is this coming from. But isn't Chrome checking whethere there is a virus or something? Steam is downloading from its own sources. I may be absolutely wrong.

Does anyone have this slow down by the end of download issue?
