Can't gift a game to my brother.

I am trying to give a game(BF2042) as a gift to my brother which he asked me bcz I have dollar already in my wallet. But whenever I am trying continue gift purchase using my steam wallet, it shows an unexpected error and I get an email with "There was an error with a recent Steam purchase" subject.
What could be the problem.? Help plz.

This is what is known as a gifting flag on your account when using the Steam wallet as a payment method.

Contact support. Only support can look into the gifting flag.

I'm fairly certain the error message instructs you to contact Support.
