I've been struggling with steam cloud for a week now. He doesn't want to sync with the games. Everything was fine with the Internet, I cleared the cache, restored the library, checked the integrity of the files, deleted the game, deleted steam, disabled the brandmauser. Nothing helps.

have you checked the log files from steam/logs folder ?
you will find here cloud_log.txt or cloud_log.previous.txt . Just use notepad.exe and check it content , may be you will find here something that can help you to diagnose your issue ?
here are all the process log involved into cloud save
cef_log.txt
cloud_log.txt
webhelper.txt
and probably
connection_log_7777.txt
so just check theses logs and post what's not working as shown by logfile
