You might ask on the GTA VC forums.

Also "windows 10" isn't sufficient information about your system. Also the original version from 2003, yeah that predates Windows 10 and 2015ish system by a dozen years. Have you installed any patches for the game? That would be an obvious think to try. Have you tried any compatibility options?
