Forced to use Steam wallet now?

I like to keep my Steam wallet funds for cards and such. There's not much in there. Usually whenever I buy a new game, it tries to make me use the wallet, then says "not enough funds" and asks me to choose a second payment method for the rest. Then I have to go back in and "change" the Steam wallet to my second method as well. Annoying, but it always worked.

Now I'm trying to buy something and it won't let me keep the wallet funds. When I try to change it, the second I click the dropdown list, it forces me back into the "not enough funds" page.

PLEASE tell me this is a bug that will be fixed soon? I do not want to have to empty the wallet of my few cents every time I buy something new.

This is extremely frustrating. Please tell me there is a way to fix it?
