Win11 + >600 (approximately) friends + a game that has a list of Steam friends inside = lags.
To whom can I report this problem?

In games like TF2/Portal 2/... (not only games on Source) I have constant FPS drops (both in the menu and in single player) until I log out from the friends list window. When I'm "offline", I can't play games with direct connection (like Portal 2) with my friends.

When I didn't know the cause of the problem, I wrote to TF2 support about the lags that appeared on Win11, but they told me that they don't help with technical problems. Then I found the "solution" on a forum (I'm not the only one with this problem, and my PC is not a potato).

Now I wrote specifically to Steam support, accurately describing that 100% of the problem is the Steam friend list. I was given the standard answer about performance twice (although I immediately said that at a minimum settings there are still lags until I log out from the friends list window, and after logging out there is no lag at a maximum settings), and after the second answer they closed the topic... std::numeric_limits<long long>::min() out of 10 support. I don't know if the problem can be fixed without changes to games that use the Steam friends list, but at least they could have listened to me :)

Have the closed the ticket you don't say that, and they do get alot of ticket because, i and other have seen month later or more reply from them , then they are flooded with tickets, and you know how it is today, sometiems other steam user could have help them , in your case not so much i bet.

I only know there is a limitation on who many you can have on it, and no i dont remember how many and yes you can increased it from limtation account, but this is not this.

And this is why, i and other could forget how many you are allowed to have.?

From Steam guide sections, and it dont look like a limit account only problem.

Someone has reached max friends
If either player has reached maximum friend count, no new invites will be received or sent.

Keep in mind that friend count includes not only players on your friends list, but also any outstanding invites that you have sent. Cancelling outstanding sent invites will free up room for more friends.

ps.
enter friend list and wipe whatever you think 1-5 years old user that not been online if not already done so.

Mkae sure your IRL Friedns is added to favorrites, that will be stupid to remove them imo, and then yuo actual have played with alot and know, they could be busy with family now and play alot lesser.

example in freinds list i have a 3 year user that not been online, byebye. ( kicked as we speak chat here )

And yes steam has a issue with month year sorting it look at number only.

I have 731 / 805 players in my Steam friends listI. The limit increases with your account level.

I added many players who seemed like "not bad" to me, so I could play multiplayer games with them, but I still play some MP games alone, and then there is this problem with lags in some games due to a large friends list :) I paid for new levels of my Steam account to get lags ...

Iceira, I may not know all of them by name, but start deleting them to fix the problem... Let's hope for another solution :)

Do not misunderstand i dont talk about who you should remove or not, its was purely about how many are we allowed to have, and suggestion in how will i sort them, and maybe pick them there is not online anymore. ( most gamers here will say 1 year not online, either you play a game on other platfrom or have left the building atm. ) a elvis "quote" the music is over.

Not sure i will know where and who i play with in the past.
and yes you are waiting for steam support reply, what if there is a issue with server that handle the friends list, even that could explan alot.

Have you disabled avatar animations etc. And set all to preformance in steam settings?

Steam settings > friends & chat > disable "enable animated avatars & animated avatar frames in your friends list and chat"

My bad, i didn't noticed a scroller in the Steam settings window. Nope, these optimizations didn't help. What's strange is that the Steam FPS counter doesn't see any FPS drop (Portal 2 always have 90+ FPS), although the audio and image freezes clearly. And how is it possible that Portal 2 SP have this problem, if there no interactions with my friend list.
