This looks like an IP address belonging to a company DA International Group Ltd. with HQ in Seattle.
Maybe your hacker hacked them too, or at least the site in Sofia. You better contact them and report that incident.

The "Seattle" part was returned by a google search, so maybe it was not correct.

Hey, that sucks man. Since your account got hacked and you can’t get emails, just keep trying Steam Support with your proof of ownership. Sharing the hacker’s IP won’t do much, but it’s good you noticed. Focus on locking down your email and any other accounts linked to Steam.
