Strange 'no signal/static' issue

So I'm gaming on linux mint, and have been for years at this point, I recently re-installed a fresh install to get things refreshed and solve issues with an older install, along with a new base version of it...

Well, so far so good, things have been fine, games run fine, been browsing fine, however- I have started to get this strange 'no signal/static' error/glitch which I at first had just assumed to be an event/cosmetic choice for the first game it appeared in (Limbus Company) however, as it started to appear on multiple different new id's and now especially after finding it in another game (diplomacy is not an option) I am sure its something messing up on my end.

Does anyone have any clue on how to resolve this?

Things tried so far: Updating everything via software manager, Nvidia drivers updated, verifying file integrity.
