Cannot block person after they added me - valve refuses to remove them from my friends list

Hello i have a very specific problem, i cleared my download cache, reinstalled steam, and done everything i could but i STILL cannot unadd a guy from my friendslist/block them, it just gives me an error to try again later! I met him on tf2 and he seemed nice but now hes just spamming the n word in my dm and i cant even block him!
