Can a game-activation code for Brazil \ Argentina regions be activated for Columbia account?
More specifically, can Brazil or Argentina account GIFT game to the Columbia-region account?

You may not be able to because it appears they have cross-region trading and gifting disabled, but sometimes that doesn't always apply. You can still try and see.

Argentina to Colombia may not work as the price difference is 10.24% ($17.00 vs $18.74), but Brazil to Colombia is only 3.99% (R$ 101,99 vs R$ 106,06) which is under the 10% threshold.

Either way, you can always try and see. The checkout will let you know if it's not possible.
