Can you download DLC such as artbooks or soundtracks without downloading the game as well?

Depends if the developer bundles the artbook and soundtrack in game, or separately. Some provide those completely separate in a folder in your game folder, while others have the music player in game, or some have the soundtrack/artbook launch as a separate app.
You can go in your library with soundtracks selected as visible, and see which soundtracks you have separate from your games, maybe you can find the one you are looking for, otherwise check the soundtracks steam page and look for instruction on how the developer intended for it to be accessed.

I can find sound tracks fine, it's mainly an art book I'm trying to download. It's sold separately as dlc but I uninstalled the game while ago so dunno if you got to reinstall to see it or..?
