The system isn't designed around doing that, and it's not likely to be changed to accommodate it in the near future. Lots of systems have immutable usernames, it's a fair design choice.

The technical answer is the username is load bearing in the database, it's used as a primary key and that's generally difficult to change and unless there's some benefit that outweighs the downsides there's not really a reason to change it. Perhaps if Valve had things to do over again they do some things differently, and maybe someday Steam will have a major overhaul and migrate to a new system that will allow username changes, or maybe Valve will always believe it's a bad idea even if the username isn't some kind of database key or load bearing in the new design.
