5. Generate new backup codes for your Mobile App

(there should be nothing in the APIKEY)
Steam doesn't duplicate or restore items. Jumping to the conclusion that it must be Valve's fault is probably missing data and ignoring inconvenient info. So don't hold your breath unless you've got hard evidence.
Chances are, like a lot of users, you weren't as careful with your accounts security as you assume, and you're probably not eager to admit that at this point. But users are the weakest part of security, and there's no reason to assume you're special without some evidence.
dosent matter how many post or support tickets they are not gonna do it faster
Most scammers use stolen accounts, it could be that steam already took action by locking the account based on your report and the original owner has now recovered the account back.
Many years ago Steam would replace items but people abused the system and put in false claims to get more items. So Steam stopped offering item replacement.
