Will Previously Purchased Games Still Work After Changing Steam Region?

Hi everyone,
My brother recently came back to Indonesia from Korea. While he was in Korea, he made a Steam account and bought Mortal Kombat 11 (which is banned in Indonesia).

Now that he's back in Indonesia, he can't buy any new games on Steam using his Korean account, probably due to payment issues.

We're wondering:
If he changes his Steam region from Korea to Indonesia, will he still be able to play Mortal Kombat 11, or will it get removed or locked because it’s banned here?

Unless the game is RunRestrict or OnlyAllowRunInCountries (look it up on SteamDB), it will work.
