all games disable global hotkeys for some reason

for some reason every game i have on steam treats all keyboard input as going into the game so for example i have obs studio replay buffer set up, and f12 is my save replay keybind and i was playing repo and it just doesnt save a replay, i tried having other keybinds and it still didnt work and other games dont work with it either so its really annoying since i can clip steam games how do i fix this
