You can't turn it off.

It was introduced a few weeks ago because of so many people got scammed (their items were sold on the market by scammers after their accounts have been hijacked).

It might be annoying. But if Valve does nothing, endless complaints with security theater suggestions and accusations of colluding with scammers or profiting from scams. If Valve does something to hobble item theft, it's inconvenient and it should be optional which brings us back to people wanting Valve to do something (but not that).

It's really hard to restrict unwanted behavior, while simultaneously excuse users from the impediments of the restrictions. And a little bit of annoyance is the lesser evil.. Upside is, no one is forcing you to use the market. So you can avoid that annoyance any time you want.

It used to be like this years ago to try and combat items being sold after being scammed but like now it upset a lot of people so they gave us the dollar, pound, euro etc limit. However, because so many are having their items sold for next to nothing after being scammed they've had to resort going back to having all items being sold will require authorisation and I doubt it will be removed like before.
