"Steam - Browser" how do i open this without doing to a video game or new youtube link?

if you go around to a news article for a game and it has a youtube game, if you middle mouse on it or right click and open in new tab. you get a smooth but pretty bare bone web browser that steam has. i cannot find for the life of my figure out anything about it
like i wanna make a shortcut to it but cannot it swaps to the shortcut to edge.
its not basic steam webhelper they actually seem to be different as this one can open new tabs and looks smoother
i tried many methods people had to using steam as a browser, but they were not

right clicking in it and on it lead no where at all
looked in task manager and dont know what im lookin at
🪟windows key + R might be able to open it if i knew what its real name was or something like that

anyone got any clues i will also include i dont want to go into big picture as well for this, as it clearly can be opened not in game or big picture
