Can only use local transfer one way

For some unknown reason, i can only transfer games from my laptop to my main PC using local transfer, but when i do it the other way around, the local transfer percent stays at 0 and there is no progress bar for the download

i also forgot to mention after like 30 seconds it automatically cancels the transfer as well and begins to just download the game from the internet.

Is reciving pc blockng steam ports, somehow, or firewall is. ( antivirus app can also do this )
but its not mention at steam post before.

Well i have firewall and all anti-virus software disabled. It's just for some reason my main pc can recieve local transfers, but can't transfer games to my laptop which is what I'm trying to do.

You dont transfer to with steam transfer network enable, assume that what you try to do, you dl that game you want and othre pc with the game use local lan transfer, instead of DL from steam server.

game copy is diffrent from pc to pc.

plenty of guide made here at steam user explan both senarios.

Yes ik im trying to download a game on my laptop that's already installed on my main pc, but it says initiating transfer but like never actually progresses and cancels itself after a few minutes

Its not a steam deck nor do I believe it's a custom launcher, wdym by it being a custom launcher exactly?
