Steam key redemption failure after 30 key limit
I ran into the 30 key limit going through backlog of games from Humble Bundles and Steam ran into an error. Now the key is marked as "activated for another account", but I don't have the game.

talk to steam support or humble bundle
i have ran into the

you have activated too many games

thing, but it never stopped a key from working

i just had to wait for the cool down
how do you "talk to steam support"? I have not been able to find an actual way to get help. I submitted a ticket with Humble, but they already claim they won't issue new keys. From all appearances, this is Steam's fault for failing to recognize a valid key.
Steam seems to state that if you get a duplicate key message, they are not going to do anything, which is pretty awful, since they should be able to see that it is not linked to any other account.
Go to Support > Search name of game > Select game from results > follow prompts for It's not in my library or I'm having trouble with my retail CD key

Thanks for the help with selecting support on a game. It seems like Humble Bundle can give revoked keys, in addition to running out of keys for purchased bundles. Pretty shady.

Steam can run out of keys, During Steam sales you can often buy a game and have to wait a few days before you can play it because Steam need to re-stock their activation keys.

This wasn't an instance of running out of keys. It was an old Humble Bundle and the developer seemingly revoked a bunch of keys. I shouldn't have trusted Humble Bundle keep access to old bundles.

Humble recently changed their rules so unused keys now expire 3 years after the bundle came out.
If you did not activate them at that point they become unusable.
No clue if this is what happened with your keys since you wrote is was an old bundle.

Do not wait so long to use the keys. It's that simple.
Yeah, it seems like some of the bundles were caught with Humble changing their rules. Some older bundles still worked; it is not consistent. This was the only instance of Humble retrieving a key that was marked as revoked. I wasn't paying attention to the subscription because other things in life, and will just stop the annual enrollment once I use up remaining months.
