Steam overlay and GTA Defintive Edition
Not working since last one or two Steam updates (Doubt it was one of Rockstar updates, since they mostly update their launcher).

Delete games own overlay in game own properties and see if that help.

Didn't even know there was such option. Tried it, didn't help. CoD Black Ops also had some overlay issue. After launching it overlay worked normal, but reopening overley after a missio or two it had only top bar with game's name and close button. Other bars and buttons vere gone.
