My first opinion would be check the cables.
If free sync requires a certain port use that.
Typically, Display Port has higher resolutions and features. And gold plated cables are they best. You can get ones that are "buy" the STANDARD HDMI certified, or DP certified. Short cables are also better if you can get away with a 3 to 6 foot cable.
My second opinion would have to be your Hard drive. NvMe is your best and only option. Typically, higher capacities are faster read and write. Opt for SLC cache ones.
My third opinion would have to be full screen or boarder less window. Some games just run better in a window because of free sync, GSYNC issues with syncing.
By definition the tech is syncing the monitor with the GPU.
Free sync: sync's the refresh rate of the monitor with the GPU's output refresh rate. the Tech tries to match them both in real time.
Gsync: Sync's the refresh rate of the Monitor to the frame rate specs of the GPU.
It's important to know the difference here. Both require some lag since a GPU relies on a CPU to push data to the GPU from the HD and register it with the Tech syncing to refresh speed of it's "rated" frames or just matching it.
With matching, you take out the problem of the monitor free sync matching issues by switching to windowed and setting the resolution within it to a setting that most games set out in their specs on the box. most run at 1920x1080 DPI but i've found older gpu's run rather well in lower settings.
by reducing the window or full screen and desktop resolution you effectively reduce the increase/decrease the refresh rate.
it comes down to the monitor and the date the tech was installed. newer GPU's need updated tech, and most monitors don't have updates for the firmware which i find is pretty sad since they cost just as much as the GPU sometimes.
if your get a better experience on window mode then it's the tech. if not then it may be the resolution of the game.
