Steam Limits Internet Upload Speed

Hello, I'm having a strange problem I haven't had before. While playing certain games on steam like Slime Rancher, Terraria or Stardew Valley, steam seems to limit my internet usage, mainly my upload speed. First noticed when I was trying to stream Slime Rancher on Discord, the feed was very low quality and lagging to a point of being more of a slide show than a stream, along with my voice and in-game sounds being robotic. When I checked my internet speed while playing the game, it seemed to have dropped to about 300 kb/s. When I turned the game off and did the test again, it jumped to about 25 mb/s. The download speed also takes a hit with a drop to 10 mb/s from 35 mb/s. No games are being downloaded while playing. No problems with non-steam games.

Thanks for your time, hope somebody can help me, kinda annoying as my wife and kid like watching me play slime rancher to sleep while I'm away.

Feel free to make steam ticket, but i would look at own network and talk with own ISP first.
