I attempted to buy cod black ops 6. however, when I clicked buy it said incorrect address however it’s still charged my card the price of the game

Check purchase history on Steam.

If payment failed, or cancelled, then your money never left your bank, it just depends how long your bank decide to update your statement to show it return, or they delete said statements as if it never happen. Can take 3+ business days for bak to update your statement.

If you have pending transaction, then means Steam trying to connect from bank, and haven't finalized, or missed the exchange timing, and going make another attempt. This where it either change to failed, or complete if it collect the money, or not.

Btw when do online purchases you must use exact same information you provided to your bank for online usage.
