Sign out or use a private browser window, find the Deck page, add it your cart and checkout.
Steam will ask you to log in, but there is an option on the page to checkout as a guest.
It'll ask for an email. It might assume you have an account if you use the email on your account, so use an alternate email. Maybe a friend or relative you are visiting while on the trip? Or just create a new one with GMail or whomever.
Steam will send you a verification code to the email.
Continue with the rest of the checkout.
When you get the Deck, you log into it with your account.
Anyway in order to change regions you need to make a steam purchase using a credit/debit card in your name with a billing address to your home in the US. Changing your region will kick you out of family share and lock your account to that region for 90 days.
You can't purchase a Steam Deck on Steam in South America.
