Sure restart might have solve it, but then you google vgui2_s.dll

Updatre your GPU card driver with freshly clean install, might be the real issue with graphic with ateam, and how know what cause this, untill it return, many of us forget the windopws update and gpu card driver update thats might have trigger the ripple effect yuo got in the first place.
i did not had to reply to your post most will walk away then you claim solved, dont forget we other do not run in safe boot mode or have added any cmd options or compatible settings, actual we can say i did nothing to get steam to work, other then install it, sense it was win10 ready. ( such detail matter, then you look at the many post that need to fiddle with steam startup issue. )
also why i reply on the post, you can find several other post with safe boot mode turn off antivirus so i do not have to explan much about it.
return to normal boot and see if it working again that the right way here, but hey your call if you want ot stay in that mode.
