If your using wallet funds to gift others and Steam considers your account is being used commercially they can block you from using wallet funds for gifting and you will have to use another method of payment such as credit/debit card, paypal etc..
Wallet funds are in effect store credit which is to be used for your account only. They can be used to gift but if done too much, it will flag your account as commercial use. No one knows the limit threshold which causes this trigger but once the restriction is in place it can not be removed. In the odd cases where is it removed by steam support through a help ticket, if you get another restriction in the future it wont be removed again.
