Report a translation problem
You change output game already know settings when started, and cant fix output while game is running. ( they might fix this someday, but we other have seen this over 10-20 years or more. )
+ you also forget sounds settings can reduce output then other app is running this is know as reduce other app or equal sounds.
In windows system you have sounds volume power , even that can be diffrent
Have you tested this with not running spotify, then i bet settings is high again.
Your specifications can be found in many places, including dxdiag, which can be found by searching in Windows dxdiag or running dxdiag.exe with [Windows Key]+R.
Be sure to exclude any personal information such as your machine ID, and if your not sure ask first.
I got the answer myself : the vocal chat IG was the problem, I just had to disable the option
