Most steam game today is so well tested that most pc game issue is lack of update.
Assume you have game requirement, and laptop in full performance. ( laptop has always been the issue most game devs do not even mentions them in game store game requirements. )
i think i have seen it 1 time only among 100 if not 1000 of games, but hey i don't have all games or buy all games.
We are gamers here ( this is not support. )

Make bloody sure you do not have a SSD game install on a HDD, Diablo4 is one of them.
Also try install a primary single player game , like skyrim or oldrim or other game like that to test its not a network issue only.
Make sure you have pleanty of free space 200gb atleast, some game use page file to dump data at disk, but i doubt its this in you case. ( to many steam user think they are pc experts and use all space, so few actual understand many thing take storage while it procces its data.
Teachnicaly we shoulo all have a app that pop after reboot that tell you this are you nuts going below this, can have consequence in update and so on. ( even system updates )
but here we have no clue what each steam user has, you can find 100.000 post with this from day steam got online. ( and its not a steam issue. )
How much Memory do you have and how big is your Page file?
Your specifications can be found in many places, including dxdiag, which can be found by searching in Windows dxdiag or running dxdiag.exe with [Windows Key]+R.
Be sure to exclude any personal information such as your machine ID, and if your not sure ask first.
The memory is 32768MB RAM and the page file is 13207 MB from 21371 MB
