I purchased pre-order yesterday and just know my friend got activate code for me so I refunded my transection.

The question is can I activate the code now or need to wait until Steam remove the game in my library?

You must wait until the refund was applied and the game license removed from your account.

It can take multiple days for a refund request to be processed.
