I lean towards your idea of creeping normality. I also don't know what their plan is other than to... perhaps do away with the bytes of data stored in everyone's accounts for others' nicknames due to costs? It seems to happen more than ever these days with corporations dumbing down; rather engaging in reckless ensh*ttification of their platforms or products. Who knows anymore, however I can only keep my fingers crossed it at least doesn't get stripped from the client settings altogether. And if it does, surely there might be more uproar about that than this issue had prior.
Also if you move friends up to your favorites, it's completely unaffected by any setting. Always goes by the nickname.
It happens a lot to me too. 100% every tuesday, and then oftentimes randomly throughout the week!
And you can google them things, in how to do.
This is years ago steam had cookie settings they merge them into web user data.
And then you dont mention you have tried them, then its same as you did nothing here, we are not mind readers here.
This is a user forum and we only got what your have typed here, and even we can overlook or miss read what you have tried, also why many helper sometimes repeat solution again.

I don't know how many times, i have seen a steam user complain over a setting that's there or not, or web content is outdate, even in change avatar logo, all i did was exit steam and start steam then its get update.
And we are back in be happy most steam helper give a crap in what other say, we try trust our experience until that don't work anymore or things get a new issue or side effect with it. (and yet we are not support here ) we are steam user here only.

Did we made steam NO, so how come you think we know what steam flush cmd cover.
and, we other have use and locate the cmd, and its still there made by steam.
this is not a Flush DNS cache, if we need to explan to you what Flush do gl with read steam cmd line options. ( im sure someone at steam support know exatly what that cmd do. ( but they dont write here, and information on the cmd is short to the point as it was made so many years ago.
