Can't purchase DLC because Steam says i already own it

I am wanting to purchase the DLC for this game. I assumed if I purchased the game to try it out, discover I actually enjoy it, then I'd be able to get the prorated price for the DLC bundle. Steam only gives the option to purchase as a gift and says I already own everything in the bundle. Do I need to refund the game and then repurchase it as the bundle to get the discounted price?
