How did the OP get community banned?

You need to contact the bank that issued the card and authorize purchases from Steam. If it's a prepaid Visa card, it seems to be random if they're usable on Steam.

Prepaid cards usually fail due to the authorization taps placed on the cards balance.

its a long story how my acc got locked, community banned, but its ok now i texted steam support and the problem got solved in 1 hour
