Duelsense (ps5 controller) working in big picture but not in supported games
So I have been having this issue since I've factory reset my pc, my duelsense controller is detected by steam but not by the games that support the controller. It works with steam input enabled but if its not required I don't like to use steam input, it doesn't seem to be able to get the duelsenses joysticks full motion correct no matter the deadzone. While in the game if I press the power button the controller works for a couple seconds then just shuts off. Happens both with bluetooth and usb, and the controllers firmware is up to date.

Perhaps you also played other titles, but going by your All Recently Played list, your experience could be due to how those games support the DualSense.
According to PCGW, Metaphor and the Persona games support the DualSense via Steam Input.

For House Flipper 2, PCGW has a tick for PlayStation controller support which could mean full native DS4/DS5 support but it's tricky to know as it's the only field filled in.

Were you experiencing the same Steam Input requirement in HF2? If not then I'd just think its how the other games do their stuff. Or do you have a title that worked natively with the DualSense prior to the factory reset, but no longer works?

While in the game if I press the power button the controller works for a couple seconds then just shuts off

I would think you're experiencing Steam's Guide Button Chord layout here.
You could check if that's correct if that no longer happens when you have this setting:
Steam > Settings > Controller > Enable Guide Button Chords for controller = off

So the two games I know worked natively before the reset was sonic frontiers and silent hill 2, as I had steam input disabled entirely via controller settings and individual steam game settings. That no longer seems to be the case. On the HF2 case, as I didn't try the game via duelsense I'm not sure on that front.

I'm not sure about Sonic Frontiers, according to PCGW and posts in the Steam forum it also requires Steam Input, but Silent Hill 2 should definitely be fine without it.

Does Silent Hill 2 seem to detect the existence of the controller but not respond, or does it seem to not detect its existence?
I don't own the game, but thinking try something like start the game, you get Keyboard/Mouse prompts, then connect the DualSense, see if the prompts switch over.

Does the controller react to the game? According to PCGW the light bar colour changes according to James' health.
