Here's the thing....

Your account is barely used. It suddenly gets an influx of wallet funds and is immediately using those funds to buy games for other accounts. Even if your intentions are genuine and innocent, it's highly suspicious.

Support gave you the courtesy of removing the gifting flag. Maybe they considered it would have been a one-time event and there wouldn't be anything to worry about. And then you gifted enough again to cause the flag to reappear on the account.

You can ask them again to remove it but from what from we've seen that courtesy removal is only ever been granted once. When it reappears, it's there for good. There is no proof that you can provide. All that matters is what your actions appear to be.

Again, it's not your account that is suspicious but the buying habits. And keep in mind that once you've put money into the Steam wallet, it becomes Valve's money. For you it's store credit and they can restrict that store credit however the like.

Try not to take it personal. Everyone on Steam is subject to the same expectations. You haven't been singled out.

You can still use the funds for your own purchases. And you still need to find out from Support if they'll remove the flag again.

You can. Just don't go the Steam Wallet route. This sale, I've bought several games not using Steam Wallet. Including gifts.

I have a CS alt account, (this one) that I use exclusively to play CS, including skins and items, to spare my main from the spam of scammers that have plagued the game for years. I sold a skin on the market to get some funds to buy games during the winter sale.
I gifted myself path of exile 2 to my main account, and after buying only 1 gift, my account was gift restricted. I've read online that this can trigger from buying to many gifts making the system think you are reselling games or something, but ive bought 1 game and am now gift banned. I now have 60 bucks stuck on a account I have no interest in buying games for since it is the account used exclusively to quarantine the gas station glory hole of a game that is counter strike, the only real thing I can spend that money on gambling on cases, and idk why but I have a suspicion that with how trigger happy valve is, ill buy one crate from the market and get a ban for some god forsaken reason.
