There is no Steam way to know and I agree that information could be more transparent. Maybe it's just too complicated for the checkout process to figure it out. Who knows.
Usually I use SteamDB.info which is an incredible site that maintains a lot of information about Steam's products. There you can look up a game's prices and see how much they differ in price in other regions. Any that exceed 10% and you can't gift that game to those regions.
Unfortunately since every price range is different because publishers price their products differently, there is no flat across the board determination. Like if one game's price difference prevents you from gifting to Australia, you may still be able to gift a different game to Australia.
I'm in the US and often buy gifts to friends in Europe. I run into the same problems.

And hopping in/out of the checkout process semi-quickly will lead to the "too many times" error message which lasts about 30 minutes or so.
