Note some shortcuts do not have an associated image and must be manually linked to one through the shortcut's properties.
The icon initially might show up, when Steam is restarted it becomes blank again.
I reported this to Steam support since this happened after Steam families beta ended and an update was released. I provided them all the information including screenshots where the problem is.
Hope for a fix is best you can do.
- Right-click the shortcut and select "Properties."
- Click the "Web Document" tab if not already selected.
- Click "Change Icon."
- Click "Browse" and navigate to "...Steam\steamapps\common\<game folder>."
- Find a .ico file if one is available or find the game .exe file, select it and click "Open." Note that the file may be buried in subfolders.
- Click "Okay" buttons to exit as necessary.
If you have many games with blank shortcuts, then the above process can be quite tedious. Here the instructions linked in my comment #3 can be used to fix game icons one-Library-at-a-time.Then you wipe steam own icons them will go Blank ( then you reset reinstall steam you need to go vist them icon so windos learn they are there. , this is know as refresh content ) old windows usre know this. ( its not windows itself there is the problem then you reset it or reinstall it you cauce issue with new system dont knwo them icon at steam locatoion you are the issue not windows ) and be happy with this reply , this has been explaned several time over many year's and it dont see to help at all. ( now we bend this is NEON so you get it )

Steam devs know this , so should and experience tech dude. you cant just wipe windows icon cache or steam own icon folder or reinstall windows , "HOW THE HELL SHOULD WINDOWS KNOW STEAM OWN FOLDER" capital letter is not a mistake here.
Many know this, but how to explan so all get it. ( without have to explan every little detail.)
take a digital map with Roads and house's, who said the road is made and house's is build or not have been removed demolished in real world but not added or removed from the digital map.. ( its that simple to explan )

You go into this steam folder and scroll down so all them icon get added to windows cache.
assume you did not wipe steam folder. or have steam as backup before you reset windows or reinstall windows.
If there is another English person that can re-type all this in a simple way go ahead and do so, i will not stop you.
All this is basic IT knowledge from the past, then i and other use win3,11 and Icons was funny and new to add to extract from files,maybe someone still think this is so, then i'm sorry , i and other has just moved on and dont do this anymore .
OP do make backup first, this will not bring back delete steam icon you did, and same with next steam user with windows.

You did this wipe icon folder , if you dont have steam backup with steam icon then its a NO you can't.

windows do not know past windows icon added to windows cache database.
Maybe we should start report pll here for harmfull advice. ( if you dont know the process of what is going on here, i see no other way to stop BS here. and we will let steam moderator deal with it.
This is actual not about me, this is the process of what happend and why it is so.
Any tech dude will know this.

This is the consequence of wipe steam own icon folder, and reset windows, it has been done by steam user for years + old guides that dont care or know the other userdata, and still your problem for not take backup of steam userdata before you fiddle with it.
Ask any person that know make a backup file before edit or change the content , its more a fail safe if you dont know how to correct it.
Why we have so many crap advice with remove cache then this is not the issue in first place i do not know, and how will you fix a cache issue then a user just reinstall windows its already empty..
Either we have to many bots here or ppl that has no clue at all, in things in why things happend like this.
So yeah your advice is harmfull then you delete things again or even suggest it.
