make sure you are not in steam beta , unless you need to be there, BETA can also cause more issue, many steam user forget they are in steam beta until it give issue.
i did not say you are, but more get out off it while you test for this.
1) run a full windows update and reboot
2) temporarily disable your anti virus and see if that help
3) run steam as an administrator

Go to your Steam installation drive folder:
Steam\userdata\(account number)\config\librarycache
Delete:
achievement_progress.json
Restart Steam Client.
The file will be recreated upon next client launch and is a redundant .json file.
This solution also fixes Steam Client and Webhelpers high RAM usage issue/bug.

You run Steam at PC Startup (the default setting), go to Task Manager < Startup and make sure the Steam Valve logo is attached to the application, if it appears blank, you have registry corruptions which this feature can cause (it did it to me as well and other applications such as MS Teams can also have this issue as I have seen in the past) - for this fix, simply follow this article below then reinstall the removed application but do NOT allow the application to automatically start at PC startup because some do not play nice and if you wanted the application(s) to run at PC startup properly, it is safer to make a task for it in Task Scheduler:
https://technoresult.com/remove-unknown-app-program-from-the-startup-in-task-manager
reinstalling steam
deleting every steam folder so it wont use same memory after reinstalling
restarting pc
etc
just start losing hope its been like this for 2-3 weeks i still cannot open steam at all
