my steam download keep getting a error

i keep getting a error while download my game steam content file locked i try every fix but nothings works i uninstall my anti virusus reinstall my pc but still the same please anyone know why i cant reinsatll my steam because i have lot of video games installed on my pc also the game i'm trying to install in world war z after match
