Steam downloads now 5mbps?

Steam downloads and only steam downloads are suddenly very slow for me (about 5mbps). Cleared cache, restarted PC, Steam, and internet to no avail. Other stores I get around what's normal for me (about 40-50mbps) and that's what my internet speed test shows when not downloading via steam. Any one else have this? Fixes?

Valve has rate limited their CDN more than ever before.

I don't think any of the classic "fixes" work. I've been using the custom Steam settings for the last six months, now it's still worse than ever before.

It's all capped to pay less to CDN services.
