Steam App not showing QR code scanner, only code

I have the Steam App on my phone, and I have previously used the QR scanner to log in on other devices. However, now whenever I go to the Steam Guard tab in the app it only shows the option to show a log in code.
I've ensure the camera security setting are enabled, and that the app has permission to use the camera but still no QR scanner. There's a message that says a code should only been needed if the phone doesn't have internet access, I've checked permissions and it has network permissions and shows an up-to-date shop.
I've looked online but can't seem to find anyone else having this problem.

If it is, what OS do you have, root permissions, google services?
