Alternatively, and maybe easier. You can use https://www.gamesave-manager.com/ to backup and restore all your game saves. That way you can get everything that doesn't support Steam Cloud.
But there are quiet a few games that dont support Steam cloud and were you need to manually transfer the save files.
I recommend using a free program like " gamesavemanager"

It can find all the save files present on your old pc and put them into an archive file.
Then copy over that archive via usb stick or similar to the new PC and let the same programm unpack that archive there.
It will automatically put all the save files for your games at the right place.
They also have a cloud symbol next to the PLAY button in your Steam library, that says something like "Up to Date" when Steam Cloud is active.
As for your other idea, you can of course search for all the save games manually and then put them all in the right place on the new PC but why bother when you have a program that does it for you in a few seconds?
Also there are a bunch of games that have hidden save files that are not easily found, for example nearly all the Souls games like Elden Ring and such.
gamesavemanager will find those ones too but you can do it manually if you want, will just take a lot more time.

A few months ago i got myself a ROG ALLY (Windows gaming handheld) and after installing Steam on it and logging in with the same account as on my desktop PC all my created collections were there.
It should look how it looks now. Logging in to steam on a different pc doesn't change what settings you already have in the client.
You just find the game you want in your library and hit the install button.
Yeah it could be time consuming depending on your network download speeds.
I would just prioritise downloading what your currently playing. You don't need to download them all at once. I tend to have a small selection of games downloaded, the rest i just install them when i want to play them. As for games i have already completed that have no replayabilitly for me, i just uninstall them to save disk space.
