Steam has stopped service on that so long ago. ( you need to be a pc master if you need old system like that for a old game )

Not even sure steam want none--supported system by steam make post about them, ( you might not know this, there is alot of OS that's outdate, and can backfire if they keep allow them to post about it. ( go ahead and google Outdate OS then you can see why it could be a problem with thing not working with them both in games and with steam.

Technical steam moderator should close and lock your post, and techniclay give you a arning, how will it ever end if users keep post about it.

and i assume you have a frind or sale person in a store that might need to tell a thing or two here, we are not after you here, its the post with the topic that is the issue.

So your claim is you're running a Ryzen 7 CPU, well that's only covers like dozen sku's...
You're running 2 (GB) RAM?
And a 4090 Super, which doesn't exist.

Well I suppose the solution would be don't try to run a bogus unsupported configuration. Or make your lies a little more reasonable.
