Report a translation problem
1. What filesystem is D: using
2. Can you read and write to D: from windows?
3. Did you add D: as a library in Steam?
Every time you close Steam and or remove drive it has to be added again

is it a EXTERNAL drive you have removed in between steam pile sections???
To answer BloodShed:
Quick checklist.
1. What filesystem is D: using - Both C: & D: drives NTFS
2. Can you read and write to D: from windows? - Yes, as far as every other program including windows... my D: drive exists.
3. Did you add D: as a library in Steam? - There is no option to add D: as a library. in the Library, Downloads or Storage tabs.
Any other ideas I could try?

After I select "Add Drive", I get the popup "Add a new Steam library folder" when there's a drive that hasn't been set up as a Steam Library folder. If all drives are already set up as Library folders (this includes a system with only 1 drive - its 'library folder' is the Steam folder), Steam opens a file explorer dialog window instead.
